What type of exercise? If it's all aerobic in nature, it's not going to do much in the way of shape changing or redistribution. But it will burn you the fuck out really fast if you're doing a shitload of it, not to mention when combined with that kind of calorie reduction, eat into some muscle tissue, which is gonna wreak further havoc with the whole metabolic/fatloss thing. Losing muscle weight makes keeping the fat/overall weight down even harder.

Well, here is exactly what I do.
Monday: Run on treadmill, intervals for 3.5 miles total. Low speed 10.5 min/mile, high speed 9 min/mile. Plus 20 minutes elliptical trainer. Also 30 minutes of upper body weights - Shoulder press, pull ups, tricep dips, etc.
I burn around 500-550 calories in cardio.
Tuesday: about 20 minutes of Pilates on my own.
Wednesday: Run on treadmill, 4.5-5 miles total, 10.5 min/mile. About 30 minutes of upper body weights. Burn 500-550 calories in cardio.
Thursday: about 20 minutes of Pilates on my own.
Friday: Run on treadmill, 3.5 miles total, speed 10 min/mile. Plus 20 minutes elliptical trainer. Burn 500-550 calories in cardio.
Saturday: Hour long sculpting Pilates class with weights in a studio.
In addition, I walk my dog several times a week in the evenings for about 2 miles. So I count that as an additional 200 calories burned each time I do that. So if I have gone to the gym that morning and done my usual, I will have burned over 700 calories that day.
Also, if I have time, I will try to attend one yoga class a week.
Also, my son has been in swim lessons 3 times/week. We walk to the pool and back, and during his lesson I will walk the neighborhood with my daughter in the baby jogger for about 25 minutes. So I count that as an extra 150 calories burned each time I do that.
So I do lift weights, and I have a lot of muscle, but I can't seem to get rid of the fat on top! I probably eat 1500-1700 cal/day on average. I get really hungry! I am losing weight, but very, very, very slowly and if I cheat at all it comes back quick. If I eat something that takes me over the 1500 calories, I will try to do a little extra walking or something to compensate.
Oh, I don't do any "weights" for lower body except for Pilates type exercises and some lunges and squats because I already have thicker muscular thighs and I don't want any more muscle, I want them leaner and thinner.
Too much exercise? Too little food?

Yes! Pilates is tons of ab work. In my sculpting class last Sat. we did 30 minutes of it.
I've been exercising consistently (3x week) since October. Hitting it hard since April.
I'm frustrated.

I'm a pear.
If you are, be very careful about Stairmaster, cycling, lunges and the like. Don't even put an incline on your treadmill.
You definitely don't want to do anything the builds up the hip/thigh area. Callanetics is excellent for "pulling in" saddlebags - you can do a lot to change them.
This site has a whole big article on types of exercise for your body shape (including apples). I've highlighted the Spoon shape below. Comfort yourself with the fact that it is a traditional female shape - as the article says, it's rare to see a man with this shape. So we can blame our chromosomes
The Spoon Profile
Spoons tend to put on weight or mass in their hips and thighs and behind the knees. Those who are very overweight may even carry extra weight in their calves and ankles. Their upper bodies are not necessarily small, but considerably smaller than their lower bodies.
Typically, if a Spoon is not overweight, the lower part of the leg, from the knee down is her best asset. Although it is rare, there are some male Spoons. Another distinctive feature of Spoons is that, unlike Hourglasses, they look heavier than their actual scale weight. Because most of their weight is concentrated in their lower half, others' eyes focus and fix primarily on this part of their bodies. It is important to note that as a Spoon, you bulk the fastest of all the body types from the hips down, so it's vital that each and every time you exercise you do so with absolutely no resistance or weights. I have seen thousands of women increase the size of their hips and thighs considerably by performing the wrong type of exercises. It's a horrible thought, but it's possible to bulk up from a size 10 to a 14 with the wrong exercises!
