Vital Statistics: Age 44. Weight: 138. Waist: 32 inches.
She wants to lose 10lb. I don't know how tall she is but I don't think she's fat or that she needs to lose any weight.

She doesn't need to lose weight. If she wants to tighten up and exercise for health reasons, fine, but she doesn't need to lost anything.

That's the problem. If she had *abs* then she would not have a 32 in waist at 138# with as tall as she is (which it's hard to believe anyway unless she has gained since that pic). That's definitely too big. Even more so along with those thin limbs of hers. But I don't think she needs to lose weight, just redistribute it.
