    Where's the evidence that it won't, how would a study have happened. Maybe we can do a study from this and then see if it helped

    First, I would assume that there are some prisons out there (maybe Europe?) where this has already been tried. What were the results? Is the U.S. really in the vanguard on this issue? Hard to believe.

    Also, quite frankly, I think it serves the interests of prisoners who are rape victims or likely rape victims, to ban sexual contact altogether. Because in a prison environment a victim can easily be pressured into saying that he consented to sex so that there won't be retaliation for making a rape charge. Banning sex altogether, in my opinion, protects the victims.

    They've been banning sex for years, it says right in the article that sex is ILLEGAL so it obviously isn't working. If you think there's a study out there hell google your ass off and find it.

    as for other concerns, it says in the article that the money for the condoms comes from private grants from UCSF and a southern california nonprofit so the 'concerned taxpayers' needn't get their panties in a twist - none of their tax dollars are being used to pay for prisoners to get their rocks off
