Aella, sometimes they project states just based on exit polls (information gathered when people are leaving polls). Sometimes the stats are such that they can call them immediately. Other times they are very conservative, like in Indiana - its going McCain now but they are still saying its possible Obama will get a bounce back. Its not a perfect science, they just have people crunching the numbers and when they believe statistically its "in the bag" then they project a winner.

This is not the best time to be a republican incumbent, is it?

Thanks for the explanation. I figured there was some predicting involved.

Here, we count the votes, but of course it's practically a lot easier with a population of ten million.

Yeah, in certain states with important electoral votes, such as Indiana and Florida, they usually wait much longer to project a winner. They don't want to have egg on their face if they are wrong. I don't expect they'll call Florida for awhile.
