The Tom DeLay Legal Expense Trust was established in 2000 to pay legal bills and expenses related to a frivolous racketeering (RICO) lawsuit filed by Patrick Kennedy and the Democrat campaign committee. That partisan suit was dismissed by a federal judge with prejudice. The fund now covers legal fees and other expenses incurred by Congressman DeLay related to matters under examination in Austin , Texas and Washington. The Trust is bound by the provisions of the House Ethics Rules and Committee regulations.
