    Maybe they're trying to encourage emigration? A lot of people leave their countries when their government starts fiddling with their reproductive rights. That's what makes the States such a good bet, don't like the rules in YOUR jurisdiction? Hop on over to the next state.

    I abhore the Catholic Church. They are committing their followers to lives of poverty by forcing them to have children they can't afford to have. I guess that's their idea - keep them poor and ignorant, and they will be loyal to the Church. They don't want these poor countries to be similar to Europe, where most have abandoned religion in the last century.

    it's not just the catholic church. evangelicals are doing the same thing all over latin america, and in most cases they're even more fundamentalist and strict than the church. in some countries, where the population was almost 100% catholic, they have gotten half the population to convert.
