    DUBAI, United Arab Emirates – Dubai's police chief said Monday an 11-member hit squad carrying European passports and disguised in wigs, fake beards and tennis clothes was behind the mysterious killing of a Hamas commander in his hotel room last month. Authorities also released photos of the 11.
    Lt. Gen. Dahi Khalfan Tamim did not directly implicate Israel, as the Islamic militant group has. But the details he released at a news conference in the Gulf emirate are the most comprehensive accusations by Dubai authorities since the body of Mahmoud al-Mabhouh was found Jan. 20 in his luxury hotel room near Dubai's international airport.
    Tamim said it was possible that "leaders of certain countries gave orders to their intelligence agents to kill" al-Mabhouh, one of the founders of Hamas' military wing. But he did not name any countries.
    Hamas has accused Israel and vowed revenge.
    Tamim sketched out a highly organized operation in the hours before the killing, clearly done with advance knowledge of the victim's movements, and said the killers spent less than a day in the country. He said forensic tests indicated al-Mabhouh died of suffocation, but lab analyses were still under way to pinpoint other possible factors in his death.
    He showed the news conference airport surveillance video of the alleged assassination team arriving on separate flights to Dubai the day before al-Mabhouh was found dead. The members of the alleged hit-squad checked into separate hotels.
    In the surveillance footage, which also included images from the hotel, the one woman among the group of suspects appears to be wearing a wig and at times wears a big hat and sunglasses to blend in as a tourist. Others were also seen on the footage disguised as tourists, wearing tennis clothes and carrying rackets.
    Authorities appear to have linked the group through the videos. They are seen entering and exiting the hotel, standing together or in pairs in the hotel lobby and going in and out the elevator on the floor where al-Mabhouh was staying. They appear individually, sometimes in pairs or in groups of three or four.
    They paid for all expenses in cash and used different mobile phone cards to avoid traces, Tamim said.
    The killing itself took just 10 minutes, he said. Several members of the hit squad followed the Hamas man — even riding with him in the same elevator to determine his room number — and then checked into the room across the hall. Four assassins among the group later entered his room in the Al-Bustan Rotana Hotel while he was out, using an electronic device to open the door. There they waited for him to return.
    Tamim said they were careful not to disturb anything in the room and somehow left the door locked from the inside to try to hide the fact that they had broken in.
    The team then headed for the airport, some of them flying to Europe and others to Asia, he said.
    He added that there was "serious penetration into al-Mabhouh's security prior to his arrival" in Dubai, but that it appeared al-Mabhouh was traveling alone.
    "Hamas did not tell us who he was. He was walking around alone," said Tamim. "If he was such an important leader, why didn't he have people escorting him?"
    The killing took place about five hours after al-Mabhouh arrived at the hotel and all the 11 suspects were out of the United Arab Emirates within 19 hours of their arrivals, he said.
    Tamim claimed the suspects left behind some evidence, but he declined to elaborate. He urged the countries linked to the alleged killers to cooperate with the investigation and said the photos and other information were being sent to Interpol and posted on the Internet.
    Police released their photos, names, nationalities and details of their passports, which authorities said were not fake. At least some of the photos released appeared to be passport photographs and the one woman among the group looked as if she might be wearing a blond wig in her photo.

    He did not say whether any of the suspects have been formally charged by prosecutors in Dubai, one of seven semiautonomous emirates that make up the United Arab Emirates.
    Tamim told reporters the alleged assassination team comprised six British passport holders, three Irish and one each from France and Germany. Hamas has accused Israel's Mossad secret service of carrying out the killing and has pledged to strike back.
    Britain's Foreign Office declined to comment Monday on the allegations while officials seek more information on the case and the individuals named by Tamim.
    Israeli officials have accused al-Mabhouh of helping smuggle rockets into the Gaza Strip, the coastal territory ruled by the militant group.
    A Hamas statement last month acknowledged al-Mabhouh was involved in the kidnapping and killing of two Israeli soldiers in 1989 and said he was still playing a "continuous role in supporting his brothers in the resistance inside the occupied homeland" at the time of his death.
    Hamas initially claimed al-Mabhouh was poisoned and electrocuted. But Mohammed Nazzal, a Hamas leader, has given a somewhat different account, saying al-Mabhouh was ambushed by Mossad agents who were waiting for him in his hotel room. Nazzal said earlier this month that no poison was involved. But he gave no evidence to back up his charge of Mossad involvement. Top Hamas figures have denied reports that al-Mabhouh was en route to Iran, which is a major Hamas backer. But the group has not given clear reasons for his presence in Dubai.

    By ROBERT MACKEY Update | 3:32 p.m. As my colleague Robert Worth reported, Dubai’s police chief said on Monday that an 11-person team of trained killers with European passports carried out the mysterious assassination of a senior Hamas official last month in a Dubai hotel. In addition to releasing the names and photographs of the 11 suspects, the chief, Lt. Gen. Dahi Khalfan al-Tamim, told reporters that security camera video obtained by his investigators showed the team at work in Dubai in the hours leading up to the assassination in a luxury hotel last month.
    On Tuesday, a newspaper Web site in Dubai published the video released by the authorities, which appears to show the suspects following the Hamas official, Mahmoud al-Mabhouh; changing into disguises; and spending a lot of time on the second floor of the hotel where the murder took place. The video, embedded below, was edited by the Dubai police and includes titles that explain their interpretation of the movements of the 11 suspects before, during and after the assassination.

    Readers with less time may want to watch this video report from Al Jazeera, which includes key portions of the footage and shows some of the news conference at which it was presented. Britain’s ITN News reported that the victim’s brother blamed the Israeli intelligence service Mossad for the assassination.
    In a report from Dubai, Alex Thompson of Britain’s Channel 4 News said that authorities there are so outraged by the assassination plot that they have sworn to issue a warrant for the arrest of Israel’s prime minister, Benjamin Netanyahu, if the killing can be traced back to Mossad.
    On Tuesday, Emirates News Agency reports, Dubai issued international arrest warrants for the 11 suspects, who all traveled with European passports that appear to have been forged.
    Ireland’s Foreign Ministry issued a statement saying that three of the suspects said to have used Irish passports do not exist, The Irish Times reported. The ministry added that the passport numbers were obviously fake, since they had the wrong number of digits and contained no letters, as genuine Irish documents do.
    According to Julian Borger and Adam Gabbatt of The Guardian, “British officials said today that the British passports used by six suspects in the assassination of a Hamas *commander in Dubai were forgeries, and that the suspected assassins are not British nationals.”
    German officials told The Associated Press that the number on a passport used by a suspect named Michael Bodenheimer, who traveled to Dubai from Frankfurt and left for Hong Kong three hours after the killing, was too short.
    The French foreign ministry told AFP on Tuesday that it was “not able to confirm the nationality” of the one suspect said to have used a French passport.
    AFP also reports that Dubai police said they are questioning two Palestinians in connection with their investigation. Dubai’s police chief said that both men are residents of the United Arab Emirates who “fled to Jordan” after the killing and were extradited three days ago.
    In Israel, a man with the same name as one of the suspects identified by the Dubai police as a British national who was a member of the team told Reuters that his identity must have been stolen.
    Speaking in British-accented English, Melvyn Adam Mildiner, resident of a town near Jerusalem, told Reuters he had nothing to do with the assassination and had never been to Dubai. “I woke up this morning to a world of fun,” he said in a sarcastic tone, after Israeli newspapers splashed names and photos of the suspects distributed by Dubai.
    “I am obviously angry, upset and scared — any number of things. And I’m looking into what I can do to try to sort things out and clear my name,” he said in a telephone interview.
    Writing in the Israeli newspaper Haaretz, Yossi Melman observed that the actions of the 11 suspects shown on the security camera footage were similar to methods apparently used by Israeli intelligence agents. Mr. Melman wrote:
    The Dubai police chief says it is not unlikely that the assassination teams were made up of Mossad agents.
    The bits of information and the camera images suggest methods used by the Mossad that Mishka Ben-David wrote about in detail in his novel “Duet in Beirut.” Ben-David, who served as the intelligence officer for the Caesarea operations branch of the Mossad, insists that his novel is a work of fiction. However, it is obvious to all that the experience he accumulated in the Mossad over the years appears in his book.
    “Duet in Beirut” is very similar to the failed attempt in 1997 to assassinate Hamas politburo chief Khaled Meshal in Jordan. Ben-David describes the Mossad agents changing hotels, changing vehicles, arriving from different destinations, and changing clothes and appearances in order to make identification difficult.

    British threat to Israel over Dubai Hamas assassination

    Britain will consider severing its intelligence-sharing agreement with Israel if Mossad agents are proved to have stolen the identities of British passport holders, The Daily Telegraph has learnt

    Ministers are understood to be furious that an alleged hit squad which murdered a Hamas leader in Dubai last month cloned the passports of six unsuspecting Britons, who are now living in fear of reprisals.

    Israel, which has not denied involvement in the murder, had previously promised that Mossad, its secret intelligence service, would never use British passports to help its agents carry out covert operations.

    Israel's ambassador to the UK was summoned to the Foreign Office to give his explanation as the diplomatic row intensified.

    Ron Prosor will meet Sir Peter Ricketts, the permanent under secretary at the Foreign Office, on Thursday where the ambassador is expected to be asked whether Israel played any part in assassination.

    Gordon Brown, making his first public comments about the incident, promised a “full investigation” into the passport forgery.

    Mossad has been accused by Hamas, the Islamist group that controls Gaza, of being behind the murder of its military commander Mahmoud al-Mabhouh, who was found dead in his hotel room in Dubai on Jan 20.

    All of the British passport holders whose identities were stolen live in Israel, meaning Mossad would have had ready access to copies of their travel documents.

    A senior Foreign Office source told The Daily Telegraph: “If the Israelis were responsible for the assassination in Dubai, they are seriously jeopardising the important intelligence-sharing arrangement that currently exists between Britain and Israel.

    “If it transpires that Israel has been using British passports to assassinate its opponents, the British government will need to give serious consideration to any future cooperation.

    “Britain has cut ties with Mossad in the past, and will do so again if the Israelis are found to be acting against British interests.”

    Britain’s relationship with the Israeli security service reached an all-time low in 1986, when the then Prime Minister Margaret Thatcher closed down Mossad’s UK operation in response to a series of incidents including the discovery of a bag of forged British passports which had been lost by a Mossad agent.

    Mossad was only allowed to re-establish its presence in the UK after it promised not to abuse British passports in the future.

    Its intelligence-sharing relationship with the security services over such sensitive issues as Iran is now more important than ever, but the Foreign Office source said: “In the past Israel has had a reputation for making life difficult for its friends. It is sincerely to be hoped that this is not the case in this instance.”

    Several of the six Britons whose identities were stolen have spoken of their shock at being accused of murder, and of their fears that they could be in danger if Mossad did carry out the assassination.

    Sir Menzies Campbell, the former Liberal Democrat leader, said: “If the Israeli government was party to behaviour of this kind it would be a serious violation of trust between nations. If legitimate British passport holders were put at risk it would be a disgrace.

    “Given the current speculation, the Israeli government has some explaining to do and the ambassador should be summoned to the Foreign Office to do so in double-quick time.”

    The Labour MP Mike Gapes, who is chairman of the foreign affairs select committee, said the cloning of passports raised a “big concern” and agreed that the ambassador should be asked for an explanation, while Hugo Swire MP, chairman of the Conservative Middle East Council, said: “This is not something that can just be swept under the carpet …you cannot conduct foreign policy at this extremely sensitive time by this sort of illegal behaviour.”

    William Hague, the shadow foreign secretary, wrote to David Miliband, the Foreign Secretary, urging him to “establish the facts as rapidly as possible” to “prevent further such abuses from happening”.
    Israel’s foreign minister Avigdor Lieberman said there was “no reason to think it was Mossad” which carried out the alleged hit, but refused to issue a denial.

    He said Israel had a “policy of ambiguity” on intelligence matters, and “never confirms and never denies” involvement in operations.

    He added: “I think Britain recognises that Israel is a responsible country and that our security activity is conducted according to very clear, cautious and responsible rules of the game. Therefore we have no cause for concern.”

    The Serious and Organised Crime Agency, which has a unit based at the British Embassy in Dubai, has begun its own investigation into the identity thefts, and the Prime Minister stressed the importance of protecting the status of the British passport.

    “We have got to carry out a full investigation into this,” said Mr Brown. “The British passport is an important document that has got to be held with care. A British passport is an important part of being British.

    “The evidence has got to be assembled about what has actually happened and how it happened and why it happened and it is necessary for us to accumulate that evidence before we can make statements.”

    DUBAI, United Arab Emirates (AP) - Dubai investigators are nearly "100 percent" certain that Israel's Mossad spy agency was behind the hit squad slaying of a Hamas commander, the police chief said as the number of suspects rose Thursday to 18.

    The comments by Lt. Gen. Dahi Khalfan Tamim, which appeared on a government-owned newspaper Web Site, came as international pressure mounted for Israel to answer allegations about possible links to last month's slaying of Mahmoud al-Mabhouh, one of the founders of Hamas' military wing.

    The investigation also widened to the United States with Emirates authorities saying the alleged killers used fraudulent passports to open credit cards accounts through U.S. banks, an official said.

    "Our investigations reveal that Mossad is involved in the murder of al-Mabhouh. It is 99 percent, if not 100 percent, that Mossad is standing behind the murder," Tamim was quoted as saying by The National newspaper, which is owned by the government of Abu Dhabi.

    Tamim and other Dubai police officials could not be immediately reached for further comment.

    The international fallout from the murder in a Dubai hotel room showed no signs of easing, with Britain and Ireland summoning their Israeli ambassadors Thursday for talks about the case following allegations that European passports were used in the scheme.

    Britain has said it will investigate how some suspects in the assassination of Mahmoud al-Mabhouh came to have British passports - and how they might have been forged.

    A UAE official, who has close knowledge of the investigation, said at least 18 people - including two women - are now suspects in what Dubai police describe as a highly coordinated operation to follow and then kill al-Mabhouh.

    The list includes 10 men and one woman identified by Dubai police Monday as members of an assassination team that traveled to Dubai on apparently fraudulent passports - six from Britain, three from Ireland and one each from Germany and France.

    Also linked to the slaying are two Palestinians in Dubai custody and five others, including one woman who was caught on video surveillance at the luxury hotel where al-Mabhouh's body was found Jan. 20, said the official, who spoke on condition of anonymity in line with standing policies.

    The official gave no further details on the Palestinians or the five other suspects.

    But the official said that some of the suspects used the false passports to open credit card accounts at U.S. banks, but also gave no additional information.

    Although no definitive links have been found to the suspects, speculation increasingly pointed to Israel and the Mossad. Names released by Dubai matched seven people living in Israel. "Israel never responds, never confirms and never denies," Foreign Minister Avigdor Lieberman said in Israel's first official comment on the affair on Wednesday, then added: "I don't know why we are assuming that Israel, or the Mossad, used those passports."

    France demands Israel explain Dubai passport affair

    PARIS (Reuters) - France demanded on Thursday that Israel explain how a forged French passport came to be used by assassins suspected of killing a Hamas commander in Dubai last month.

    The case has already caused diplomatic friction between Israel and European allies, with Britain urging Israel to cooperate with efforts to clear up the apparent use of faked British passports.

    "We are asking for explanations from Israel's embassy in France over the circumstances of the use of a fake French passport in the assassination of a Hamas member in Dubai," the Foreign Ministry said in an electronic news briefing.

    Forged British, Irish, German and French documents were used by 11 people named by the United Arab Emirates as suspects.

    The French Foreign Ministry said it was cooperating with authorities in Dubai in the investigation, and the evidence obtained so far led it to conclude that the passport was forged.
