She looks old/dirty/drab because she wears waaaay too much makeup, maybe in an attempt to cover up her freckles. Gross. And there's no way she's ever gonna be able to cover those things up, so she might as well embrace them.
Let me take this opportunity to voice my displeasure at those stupid ankleboots, another shitty 80's trend that is trying to make a comeback. Didn't look all that good then, and it sure looks horrible now.
