Someone else being fat doesn't physically affect me like smoking does. I have to inhale someone else's bad decision. It doesn't help to see beautiful sidewalks and lawns constantly littered with cigarette butts.
None of that speaks to the issue of whether it is a
failure or not. I agree littering is tacky. Most people don't go into asthmatic fits when smelling second hand smoke now and then (yes, I know there are some who are allergic or who can have serious reactions), they just don't like it. Considering that her cig isn't even lit, I doubt she was making people sick with her smoke at the moment, people just thinks she looks stupid.
