Either she has saddles bags or an ENORMOUS ass.
Those pants are so not baggy - they aren't 80's skin tight but those triangles on either side of her hips - those are saddle bags.
You don't have to be fat to have them it's just a body type that collects fat deposits in that area. She is blessed with a flat stomach anyone could be envious of so we all have our plus and minuses.
