I think she must have dressed up like that as a stunt for one of her kids' soccer games. She actually looks somewhat embarrassed, that is, if she's capable of being embarrassed.

I have noticed in past pics that when she is around her children, she is dressed nicely and has on little or no makeup. I think she seems to be a good mother.
