It's a white tattoo. They're easier to hide, and maybe they're trendy now or something, I don't know.

Supposedly it does, yeah. You have to keep it out of the sun and get it touched up now and then.
I've never seen one in person, but I've seen them on tattoo sites. They can be pretty, but kinda... creepy looking at the same time. They use white a lot for small highlighted areas on tattoo, but I think it's rare to do a whole tattoo in white.
