    Wow, 12 and he survived that's amazing.
    This is all too common being Pres of our local Humane Society we deal with this a lot. We recently had a shepherd mix in about the same state of neglect. These assholes had her tied up to a box just feet from their front door, they claimed she was old and dying.. UH no, she needed FOOD you asshat! We took her and the other small dogs they had. She immediately went to a foster who decided to keep her, pay all her medical bills and donated $7,000 to us. We made a FB page for Goldie and got almost $25,000 in donations from everywhere. It's wonderful but sadly it happens too often. I don't know how an owner could look at an animal like that day in and day out and do NOTHNG!
