I would think she was about 9 or 10. And that photo is not for a pageant, but is how the designer wanted to showcase their dresses on their website. Those type of dresses are usually used in natural pageants, and this look would not be allowed.

I'm not concerned if it is for a pageant or not. The dress is ugly, the kid is all tarted the fuck up, the photographer should be shot for being the one to document this horror for all of eternity, the designer of the dress should be set on fire, and whoever had creative direction over all of it needs to have every trace of their existence wiped from the face of the planet.
