Gracious, do I feel silly!!! You're absolutely right, of course. Water would simply RUIN hair & makeup!
I've read/heard about the fake tans, and the havoc they wreak on the hotels where the pageants generally take place. Lots of hotels refuse pageants now, and the tanning is a big reason why. These women who are in the tanning business just set up shop in a hotel room by draping sheets around. The little girls line up & get sprayed, and you know that shit flies everywhere. Then the children have to sleep, so the orange dye gets all in the sheets, and they drop little orangey particles everywhere. THEN when they get in the pool (after competing, of course) the stuff comes off in the water.
Sounds like these folks are way more trouble than they're worth. 
Not to mention the fighting in the parking lots & lobbies between the parents, who are outraged that their little Madison got beat out for Grand Supreme by Nevaeh, who isn't even a NAME, and she forgot her lyrics while lip syncing Barbie Girl during her Pro Am!!!! Can you fucking IMAGINE??? Must have been COI! (conflict of interest) because the 2nd judge is the director's mother's best friend, and HER daughter is a junior coach for that NAME coach who always acts like she owns the damn pageant every year.....
Gawd, I feel sick just typing this shit.
