Ha! The only reason I find that humorous, is because about 20 years ago - my grandmother was in charge of payroll at a GOVERNMENT facility, and a problem popped up about one of the janitors. Some other federal agency, I'm not sure if it might have been the IRS or SS, had notified the powers that be that something wasnt right about the SSN they had listed for the employee.

So they send my grandmother, who had possession of his file - SS Card, Birth Certificate (US), and Driver's ID within - just thought, MAYBE there had been a mix up on the other agency's end. But she was going to interview the employee just to make sure before she went off on someone...
She called him into her office, starts going over the paperwork... and then he confesses he had just come over the border, paid some guy $5000 for all the paperwork and then applied at every job... this flew for a few years, until even he has been notified by an insurance company that they man died. He didnt know he had "stolen" someone's identity. he thought he just bought some SSN the US, as long as they got taxes, wouldnt care about, or miss...

He was never heard from again
