Two charged after boy, 6, is found in filthy, frigid home in Reading

Berks County sheriff's deputies arrested two people after the deputies found a 6-year-old boy living in an unheated, filthy house in south Reading that was strewn with garbage, animal feces and soiled clothing, authorities said Thursday.
The deputies found the child Wednesday morning when they went to the house looking for a fugitive they believed was living there, investigators said.
The house in the 200 block of Chapel Terrace had no heating source other than space heaters, authorities said. The outside temperature was in the upper 20s, they said.
The house was so cold that water in a fish tank was frozen when the deputies entered the building Wednesday about 11:30 a.m. to search for Robert Oxenreider, according to court records.
Oxenreider, 30, who was found hiding in a closet, was arrested for failing to appear in court. He also was charged with endangering the welfare of children.
Also arrested was Tara L. Williams, 28, who resides in the house, on charges of endangering the welfare of children, hindering apprehension and obstruction of justice.
Williams is the mother of the boy found in the house, authorities said. Oxenreider is her boyfriend and also lives there, Deputy Brian Noecker said.
Williams was arraigned before Senior District Judge Richard L. Reeser and committed to Berks County Prison in lieu of $5,000 bail.
Oxenreider was committed to the prison without bail.
Deputies deemed the house unfit for habitation. They notified Berks County Children and Youth Services, which took custody of the boy, who was placed in foster care.
According to court records:
Deputies went to Williams' residence after learning that Oxenreider was likely residing there.
They immediately noticed a strong, foul odor coming from the residence. They asked if Oxenreider was home and she told them he wasn't because he was working in western Pennsylvania.
Deputies asked Williams if they could come inside to look for him and she agreed.
They found Oxenreider hiding in a closet in a first-floor bedroom. A cabinet with a television on top had been placed in front of the closet door.
After Oxenreider and Williams were taken into custody, deputies looked for clean clothes for the child, who was wearing a T-shirt, pants and socks, but could not find any.
They noticed the kitchen floor was covered with animal feces and garbage. The living room floor was covered in trash.
In the second-floor bedroom where the child slept they found a sheetless mattress that was falling apart. The only blanket was a small piece of cloth that resembled a beach towel.
A small space heater was on in the room.
Half of the second-floor hallway was covered in soiled clothes.
Oxenreider told deputies that he removed the copper heating pipes more than two weeks earlier and sold the pieces to a scrap dealer.

I'm thinking that woman has either a thyroid condition or pcos to make her hair recede and cause a beard to grow.
Poor little kid. I bet that both the parents are druggies which is why he ripped the copper heating pipes out of the house and sold them. Probably to get drug money. That child is definitely better off without these two sorry assholes.
The mom could be a druggie. I wouldn't be shocked if she is mildly mentally retarded and just not a fully functional person in the social sense.
