    It's been three years since Lori Ruff's suicide, but a Seattle investigator is trying to find out who she really was.

    For two years, Social Security Administration investigator Joe Velling has been trying to name a woman who stole someone's identity, changed her name and married into into a prominent Texas family before killing herself in 2010, The Seattle Times reported.

    'This case is so difficult,' said Velling, a 14-year veteran of the SSA,'because the trail's dead.'

    What Velling does know goes back to 1988, when the woman—who he calls 'Jane Doe'—requested the California birth certificate of a 2-year-old girl named Becky Sue Turner. The girl, from Bakersfield, died in a 1971 house fire in Washington state, making it difficult to for state databases to track.

    Using the certificate, Jane Doe obtained an Idaho state ID in Boise claiming she was 18-year-old Becky Sue. She then applied for a name change in Dallas, Texas, and became Lori Erica Kennedy.

    While most people get a social security number at birth, in the 80s it was common for teens to get cards. Jane Doe got a social security card as Lori Kennedy.
    'Once I have that name change and the Social Security number, I'm really a whole new person,' Velling said.

    Jane Doe kept a mail box in Boulder City, Nev., and had her mail forwarded to Dallas, where she began a new life.

    She took a GED and attended the University of Texas in Arlington, earning a degree in business without having any high school transcripts.

    Velling spoke with some of her friends and colleagues from this time. One told him she worked as a dancer in the 90s for a 'gentleman's club'. But no one knew anything about her before 1988.

    Soon enough, Jane Doe met Blake Ruff as Lori Kennedy at Dallas' Northwest Bible Church. The Ruffs are a prominent family in East Texas, the Times notes. They live in Longview, a mid-sized Texas city, and are 'well-known around town'.

    Ruff's parents wanted to meet their son's girlfriend, so they had lunch. They asked the basic questions: Where are you from? What about your family? Where did you go to high school?





    Jane Doe told them her parents were dead. She didn't have any brothers or sisters.

    Though Ruff's family thought this was strange, he didn't push her for answers. She told him she had destroyed old family photos because she 'had a bad life'.

    'He didn’t follow up with the question, "Well, what was so bad about it?"' Velling said.

    'Blake is the type of guy who takes everything you say at face value,' Ruff's brother Miles said.

    Ruff and the woman married in 2003. Jane Doe refused to have a wedding announcement in the local paper, which the family found strange.

    A year after the engagement, they got married without family or friends in attendance at a small church outside Dallas. The couple moved to a small town in Texas 125 miles from where the Ruffs lived.

    Though Ruff tried to be neighborly, his wife was standoffish. One neighbor said the couple socialized only once in the six years they lived there. Jane Doe worked as a marketing consultant, running a business as a mystery shopper from home.



    Ruff told the Times she wanted a child, but miscarried several times. Jane Doe told doctors she was 35, but Velling told FoxNews.com he believes she was 'much older than that'.
    'I think she was born sometime between 1960 and 1968,' he said.

    In 2008, Jane Doe had a baby girl.
    The Ruffs said she was sometimes overly protective of her daughter. Jane Doe enjoyed taking her to tea shops and posing for pictures.

    Like her small-town neighbors, Jane Doe didn't socialize much with her family.

    'Maybe she wasn’t even comfortable around her own self. How would she be comfortable around the family?' Ruff told the Times, wondering now. 'I'm assuming something really tragic must have happened...Something awful, is what it appears to me.'

    Familial tensions increased as time passed. In summer 2010, when their daughter was two-years-old, Ruff moved back in with his parents and filed for divorce.

    After that, it seemed like Jane Doe was unraveling, according to one neighbor.

    'She was frantic, about to the point of incoherence,' neighbor Denny Gorena told the Times. 'From that point on, I never saw her focus again.'

    She had counseling sessions with Gorena, a couple of times with Ruff and his brother, David. But it didn't work.

    She threatened the Ruffs with emails and may have stolen one of their house keys. The Ruffs asked a judge for a cease and desist.

    Eventually on Christmas Eve 2010, Jane Doe was found in a black Tahoe in the Ruffs' driveway, dead. She had shot herself.

    She left letters to her husband and daughter, but the Ruffs wanted more answers.



    They went to the house Ruff left months earlier and found it in disarray. But they also discovered a strongbox in a closet.

    After breaking it open, the Ruffs found the court document from 1988 showing she had changed her name from Becky Sue Turner, but after asking a private investigator for help, they realized that, too, wasn't her real identity.

    In 2011, a the aide of a congressman who was friends with the Ruff family passed the mystery along to Velling. The congressman just wanted to make sure the woman wasn't a mole, Velling told the Times.
    Since then he's investigated some of the other items in the strongbox.

    Letters of reference the Ruffs found in the strongbox turned out to be forged. They found scribbles, too: 'North Hollywood police. 402 months. Ben Perkins, an attorney,' according to the Times. None of the notes were concrete leads.

    Velling's put her face through multiple recognition databases, sent her fingerprints to the FBI and Homeland Security--all lead to nothing.

    He even put her DNA through an online database and a national archive of missing and unidentified people.

    'Can you tell how frustrating this is?' Velling said.

    Velling finally reached out to the Times, thinking more exposure could finally break the case.

    'The hope is a sister, friend...someone who knows something might be able to identify her,' Velling told MailOnline.

    Velling asks anyone who has information on the case to contact him at the SSA.

    Wow, what a creeper this woman was. Just look at her eyes in each photo. I wonder if she had some connection to the dead 2-year old.

    I'm pretty curious about who she is and where she came from. She was pretty determined to not be found.

    This would be fascinating if someone recognized her and came forward with more (verifiable) info on who she was.

    It reads more like she was running from something/someone, and wanted a normal life and did not want to be found. I'm so over here playing armchair detective right now.

    So, the birthdates are about the same in both ID's but the height differs 4 inches???? Was she like 5'8" so she could pass for both?

    I doubt it. The kid died in 1971, so maybe she knew her or knew of her, but if she was 11 (at most) I don't think there would have been anything sinister in their connection, if there was one.

    I would use dna to see if there's a link between Jane Doe and Becky Sue and go from there.

    My guess is Jane Doe is running either from a murder/murders she committed or from someone trying to kill her.

    It has to be something very bad that she did, otherwise, why not share it with the husband? Her life sounds so lonely. No friends, not much contact with his family, keeping the whole world at a distance, there is no reason for that except she wanted to avoid personal questions. If she was avoiding a stalker or a gangster, she wouldn't have to cut out everyone.
