There are many others of course but these ten just jump to me right now.
Definately agree with those, and Queenryche - Silent Lucidity chokes me up, which is ironic seeing as though the opening lines are "Hush now don't you cry, wipe away the teardrop from your eye".

Sorry Seems to be the Hardest Word by Elton John always gets me.

The Show Must Go On by Queen, if for context alone.

The Drugs Don't Work by the Verve.

Since I've Been Loving You by Led Zeppelin isn't weepy-sad but I think the bluesy melody and Plant's vocals portray pain and raw emotion incredibly well.

Let It Be makes me cry, although that's not really a sad song. I agree with whoever said Eleanor Rigby.

The first few times I heard Jeff Buckley's Hallelujah I cried like a baby. It can still make me teary.

If we include classical, I've always found Sibelius' Valse Triste, unsurprisingly, to be incredibly sorrowful. This video kills me every damn time, I'm bawling by the end:

'Memory Motel' by The Rolling Stones.....saddest song I have ever heard.

And another poster mentioned 'Why' by Annie Lenox. Good one too.
