It is. My grandparents owned a riding stable/horse farm that specialized in hunter/jumper purebreds. She used to confront these "rides" at every fair or carnival she took me to. Embarrassing at the time, but she would ask for their feed and water records and ask to see the "rest schedule." When they didn't have one (They never did) she would ask them how they could keep track of each horse's needs properly.
I remember waiting outside a fair office while she called the animal control because she saw one of the ponies foaming.
Who knew grandma was an activist? I won't even allow my kids near one of these rides. These ponies are never given enough water, and work all day in the heat with terrible kids jumping and screaming at them. I would lose my mind, let alone a poor pony!
