I've always thought that Scarlett is very plain looking, in addition to being a totally pretentious bitch. It takes a lot of work to make her look beautiful- the perfect makeup, hair, and lighting, in addition to heavy photoshopping- and when those conditions aren't met, we get something like this.
It's also hilarious to me that the magazine is called "Paste".

I think its just the hair--Rondette is right; she looks like TinTin.
It's actually a good angle for her face; I usually dont like her nose but here's its not so bad. Did they stretch out her neck???

I agree, I've also always found her very average... especially on film
and without all the heavy glamour makeup. The way she moves her
mouth and parts her lips is repulsive to me. I despise the way people
compare her to Marilyn Monroe--who was obviously a true beauty
with a gorgeous face, not anything like this balloon head.

What cracks me up about that photo is the dog. "Hey, look, he's a dog! But he might not be recognizable, so let's put a bone in his mouth."  I mean there's no "hey look, a human! But he might not be recognizable, let's draw his whole body and have his penis erect."
