I think it's an exagerrated pout with lips squeezed together. And light lipstick with a dark liner will also do the trick, like Blowhan does here.

At least her lips will shrink back to normal if she lays off the collagen (or whatever she's using), but what about the rest of her face? She looks like someone in her 40's who had PS to look like someone in their 20's.
