You know what, I'm not even mad at the person who wrote this. They were thorough and did their research and due diligence. Strike while the iron is hot and never turn an opportunity down. Times are tough.
I did laugh at "I caught you red-handed." It's not a very professional or well-written cover letter or email, but hey - it shows the hiring manager that they have an employee with some degree of ambition and tenacity. *shrugs*

Desperate times, but yeah, going after an employer like they have no right to turn you down ain't the way to go.
It's funny, but that person sounds like a royal pain in the ass. "I caught you red handed?" Managing that person sounds like a nightmare.
I bet you that's why the employee hasn't been able to get a promotion or transferred to another department. The employee who wrote this strikes me as the type who makes a big production and to-do about applying for different jobs instead of going about it quietly. I know at some companies, if you apply for more then one job internally every 6 months, they're sideying you. And possibly finding a reason to fire you (if you're in a right-to-work state).
If you don't have a good relationship with management, forget it.
