Someone who hasn't had boobs long enough to know what to do with them when 'running'. But they'll look nice and flapjacky way before their time like all the girls I knew as a teen who insisted upon doing the tittybounce thing all the time even after some older broad tried to give them a clue early on.

To be fair, it's hard to make 15 year olds realize this. If nudity weren't so taboo in this country and the average 15 year old got to see a wide(r) variety of tits of women of various ages...real tits, like you'd see on public beaches in other countries, not fake ones like you see in movies and pornos...then they'd get a brain early on.
I was lucky enough to see some real tits of women who'd started sagging (and one whose looked like baseballs in tube socks!) as soon as their early 20's. But even my smallish tits used to hurt when I was younger and ran outside if I didn't have a good support bra. Maybe she's not exerting herself that much?
