That picture may not be exposing any private parts, but it is totally sexually suggestive. She looks like she just got laid. Mussed hair, smeared lipstick, naked, wrapped in a sheet. I don't see how there could be any other interpretation. The concerns expressed by parents that this is inappropriate are totally reasonable IMO.
