Take a 16 year old girl with a rock star father who offed himself when she was just a little girl and a mother who is crazier than all hell and I can almost understand why she would inappropriately name her birthday party in this way. I have no doubt Frances has a lot of unresolved feelings about Kurt's death, and probably blames herself a lot, and I doubt Courtney was exactly the epitome of the perfect mom.
