I am SO embarrassed to know this, but he's Moises Arias, who is older and just very short. He was on Hannah Montana and he's annoying as hell.
OMG, now I recognize him too (yes, I watched a few episodes of Hannah Montana). He is so ugly that I feel sorry for him. He looks even worse in motion than in this pic.

I have pretty big issues with parents that let their children look stupid. There is letting your child express themselves and be and individual and then there is encouraging the world to mock your child behind their back. Personally I see this as the latter, intentional or no.

I wouldn't be surprised if willow ended up doing porn. It seems like her parents are way too pushy with her life.
Although I grew up in SoCal around a lot of spoiled people, I will never get used to seeing a "tween" carrying a $1500.00+ designer bag.
It's just... not right.
