She's on drugs. I've seen the same look on Vancouver's Downtown Eastside. Those girls wound up looking like that too, usually due to either heroin, crack, or meth.

I know she admitted to doing drugs in the past, but I highly doubt she is on drugs now. I'm sure the jumbo veins are just the way she is.

The woman is not on drugs. The bulging veins are a problem for many people with heat and genetics being the two most common contributing factors. Do a search on bulging veins and you'll see what I mean.

My beloved grandmother had bulging veins. As kids we loved to play the push the vein game, until she confessed it hurt  So we stopped.
