I don't know what JK has. No one can diagnose her from a few photos. It looks like tortacollis.
Tardive dyskensia is a syndrome of abnormal movements than can come from a variety of meds (look out Thetan Tom!) but is usually seen after very long term use. There are other etiologies of td but this is the most common I believe. From what I remember, the symptoms aren't usually reversible when you stop meds.
Tortacollis can usually be improved with therapy but not always. Last time I looked into it (back in school several years ago), they were using Botox for some cases that weren't improved with therapy. That's about all I know about it. And yep, I do work in medicine but not in Neurology so my knowledge of these is somewhat limited to what I learned in school.

They used Botox on the lady I was in the hospital with too. She believes her condition resulted from one use of Haldol.

^ Yep, that's one of the offending drugs. It doesn't happen to everyone who uses them but you sure as heck don't want to be the one who develops problems!

Could this be some kinda side effect of HGH (human growth hormone)? I remember it makes your neck thick...maybe it has other neck related irreversible side effects?

^^ HGH would probably give symmetrical changes. You wouldn't see thickening of half of her neck.
