Yep, Harry Osborn. He was also James Dean in some made for TV movie, among a few others.

Eeeek he's about the only vaguely-similar looking person who could maybe play Jeff. Not sure I want a film though, personally. But I see the resemblence. James is gorgeous, but Jeff was far more beautiful.
