Default which fitness regimen gives the best legs?

I need some help from you guys...I do my share of fitness routine and eats sensibly too, most of the time, but I want more muscular definition in my thighs, do you have specific suggestion for that?
I regularly ride a mountain bike, go skiing and hiking, a trainer told me that step is very good for that...what do you think?

resistance training is very important to give a better shape to the body, but is a combo of weights and cardio enough to burn off the underskin-layer of fat that is so typical of women? I'm a size 26 for 5'7" and a have muscle tone already, but I'm not satisfied with that f**ing bit of fat that is impossible to erase...When I lose weight I get a gaunt look, my ass disappears, the face...let's not go there either...when I get to normal weight, the damn layer of fat reappears...if i follow the zone diet, I lose weight but I feel deprived...since I got some cellulite dimples due to the pill in my teens, I could never get rid of it, I stopped taking it ten years ago, but the damage was done!
which exercise work best for you?

I found doing Kickboxing kick drills shaped my thighs up really fast. Also a lot of the Pilates based leg work outs are a great way to tone up the legs.

Doing different squats will work different muscles in the thighs. So I would recommend exploring some different ways to do squats, espeically if you can do them in an up tempo cardio way too.

Walking lunges.

And reverse lunges (in place) - start without weights and when you have the hang of it - then add dumbells (no weight - use two 1 gallon jugs - they're 8lbs a piece.

hey, thanks girls! I'm riding my bike at least 4 times a week, but now I must keep up with weights too..I also own a couple of Pilates books, plus Matt Robertson's (right name?) training book...I'm trying and cutting dense carbs, eating proteins and veggies, I'll see if I get some improvement...
