I Dunno, i found this on www.fugly.com, under the "fugly or not" ratings page..

apparently it's a picture of some girl from a spanish soap opera, called "ugly girl" or something

However, I think her name is Tiffany, and she likes puppies and the color blue.

Grimm, this is a character of a mexican soap opera (I have a t-shirt with her on the botton HAHAHAHAHA) and here in Brasil it´s call "Betty, a feia" (wich means "Betty, the ugly one") The name of the actress is Ana Maria Orozco.

But just look at her without all that mess:
