"They were on a private beach with him, which he knows very well. He normally runs on the beach but has been on medication and could have been groggy and not himself. There was a construction crew and an odd person walking along the beach on the public pathways. I need him back."

Me too  I'm very paranoid about letting my dog off leash, even at the dog beach. You never know...one bolt and she's gone. I can't run that fast!

If they were walking on the beach, and were looking away for a few seconds, the little dude could've easily been knocked over by even a tiny wave, then swept out to become fishfood. Or a bigger dog could've run by and just snagged him. It's noisy from the surf on the beach, maybe wouldn't hear him scream. They should have been using one of those adjustable leashes.
 regarding the little guy being smothered by Pammie's breasts!  Maybe that's what happened and this is just the public story.
