The survey of 1,600 film-goers by Yahoo! Entertainment revealed that starlets from the golden age of Hollywood can still outshine some of today's talent.
Garland, whose films include The Wizard Of Oz, Meet Me In St Louis and A Star Is Born, was second. And Shirley Temple, child star of the 1930s, was fifth.
Scarlett Johansson was voted into third place. The 21-year-old is currently sizzling on screen in Forties thriller The Black Dahlia.
Natalie Portman and Lindsay Lohan also appeared on the list, along with Brooke Shields and Mia Farrow.
Yahoo! Entertainment spokeswoman Jayne Cherrington said: "A starlet is an actress who people instantly think of as being young, vivacious, stylish, popular and - most of all - talented.
"There are a fair few starlets jostling for space at the moment, but Keira is the one who embodies all of these attributes. Scarlett may be the talk of Tinseltown but it's Keira's class that leads the pack.

Who did they consult? 10 year olds? No one asked for my vote and I sure as hell wouldn't have said Keira. I don't think she even deserves to be mentioned in the same league as Taylor, Bacall, Bergman, Hayworth, Kelly and the like.

Don't think it's yahoo. I've seen a lot of odd UK polls. Just recently one magazine said Oasis was the greatest band of all time. I think it was NME

This is a joke. The stars of yesteryear were so much more talented...wonderful singers and dancers and incredible chemistry. This is hilarious!!! Sounds like a press ploy. Very very few modern actresses can be listed with Liz Taylor, Shirlie Temple, Bacall, Garland, both Hepburns, etc. Julia Roberts, Halle Berry and I think Meryl Streep have to be the best actresses in the last 20 years...Meryl being the the most talented just not glamorous.

I agree that she is DEFINITELY not the greatest star of all time, the pouting idiot....
Dont u think that today's new stars are chased all day by paparazzi and all day long we are exposed to their daily activities in the tabloids therefore overexposing them to us? THis is such a put-off cuz the actors of yesteryear were like mysterious beings that ppl worshipped but had little info on (therefore keeping them well-liked) YES there are the pr stunts and the ones who phone the photographers to inform them of their whereabouts (Lohan) and YES they are idiots who are undeserving of the public's adulation... But how do WE know the Elizabeth Taylor types werent morons too!? I think they're all idiots... we just only get shown a select few's faults
