The alleged call is the latest attempt Jennifer, who is now dating comic star Vince Vaughn, has made to try and make peace with her ex and his new lover.
The source added: "As far as Jen is concerned, not taking her phone call was the last straw. She had intended to be civilised and be nice but Brad and Angelina don't seem to want to do that."

Well, I think calling to congratulate Brad on the baby was a big thing to do. Blocking her call was a petty thing to do.

Calling an ex to congratulate him after a child is born has nothing to do with moving on or not IMO, it's just being a civilized human being.

Assuming any of this is true... 
No one changes unless he/she wants to or is open to it. As for being insensitive and uncaring...he apparently was already like that - he left her arse in the first place!
I think "the right thing to do" - if she was so compelled - would have been to send a note to both Brad and Angelina. Make it a bit formal since there's really nothing personal left between the exes. Phone calls are tough anyway with newborns and new moms, who have not yet established a schedule.
