In the badly written proposal - a copy of which was seen by The Post - Jermaine waxes lyrical on all aspects of Michael's life, including how the family has always been suspicious of the singer's feelings for boys.
Jermaine revealed that the family first encountered those suspicions when another Jackson brother, Tito, lost his ex-wife, leaving their three children without a mother.
"I remember Michael sitting on the bed with Tito's boys - Taj, T.J. and Terrell, crying and holding them," Jermaine writes.
"He held them in an almost uncomfortable manner that I will discuss openly and honestly [in the book]. The entire house was shaken."
Jermaine also says that he suspects that his younger brother may have been a victim of sexual abuse by their dad, Joseph.
"There were times when Joseph and some of these men he'd describe as "very important business people," would meet late at night in our hotel suite with Michael, and Michael alone," Jermaine writes.
"I always felt something was wrong with that and Michael would always be sick for days after these "meetings."
The superstar singer's fatherhood was also called into question in the book proposal that sources say was sent to several publishers.
HarperCollins and St. Marks, sources said, passed on the book because Jermaine refused to say his brother was guilty in the child-molesting case in which he was acquitted last year.
Jermaine says Michael's ex-wife Debbie Rowe was artificially inseminated by a "sperm donor" in order to have his oldest two children Prince Michael and Paris.
"He picked the sperm donor by using information provided by a sperm bank," Jermaine writes.
"Now, who can do that? Michael Jackson, that's who, my brother. What power, what following. Yes, he's eccentric. Yes, he has a thing for young children."
Jermaine said he suspects Wacko Jacko's drug use may have left him unable to remember what he did to young children.
"The Demerol, the Vicodin, the Percocet, Doeine, the cocaine, the Jack Daniels, the wine. Does he really know what he does with these kids?" Jermaine writes.

"I don't want to tell you my brother's innocent. I am not certain that he is," Jermaine said in the tome-teaser drafted by author Stacy Brown, who co-authored "Michael Jackson: The Man Behind the Mask" with the singer's former publicist, Bob Jones.
But Jermaine's still-unpublished tale is the ultimate insider look at the troubled star.
He admits that the family has protected Jacko's image and says that Jackson also cheats, lies and even changed the color of his skin.
Even the pop star's behavior with his own nephews has left his family "shaken," according to Jermaine. He recounts the family coming together after the death of brother Tito's ex-wife in the mid 1990s and finding Michael sitting on a bed with Tito's young sons and holding them in a disturbing manner.
Jermaine also dished about the singer's bizarre behavior shortly before he surrendered to authorities to face charges in November 2003.
Holed up in a Las Vegas hotel room, Michael calmly watched a "Pinocchio" DVD with his three children in his lap, but he later flew into a rage, trashing the room and breaking every glass, lamp and dish in it.
The protective big brother vowed to help Michael beat the rap because "Michael couldn't survive one day in prison ... He'd commit suicide."
Other bombshell teasers in Jermaine's outline include:
That during the Jackson 5 days, Michael's brothers feared he was gay. The brothers met lots of women while touring and all eventually fell in love. "But Michael, well, he wasn't interested. We used to quietly say that we couldn't have a gay brother."
Michael hates Jews because he thinks Hollywood moguls Steven Spielberg, Jeffrey Katzenberg and David Geffen stole the idea for Dreamworks studio, including the boy-on-the moon logo, from him.
"But the Jews are the powerful ones and they have done a lot to put my brother in his place ... just another n-----."
That a devious and calculating Michael squashed his brothers' solo musical careers.
But the family stood behind Michael despite pain, doubts and misgivings, unwilling to give up on "our little brother."

When Rowe and Jackson divorced in 1999, she signed a confidentiality agreement that barred her from ever discussing the children's "paternity, Michael's mental or physical condition, purported drug use, sexual behavior," according to a 2005 court document.
Rowe is currently battling Michael Jackson for access to her children. She previously surrendered her parental rights in 2001, but won them back in 2004 when a court found improper procedures were followed in the first action. An appellate court recently backed Rowe's parental rights, too. Now a judge will decide what's best for the kids.

I continue to be blown away by what a remarkably screwed up family this is. Every.single.one.of.them. Just when you think thing can't get any worse....... I don't understand Jermaine at all. He has been Michael's staunchest supporter all along. He's been adament that Michael is innocent. He's just as disgusting as the rest of them for protecting him all this time. Lock them all up!

It must be really sad to be a footnote in Michael's life, and to
steal the spotlight with a tell-all book like this.
And I'd like to thank the Post and others for blabbing all the
important bits so now we don't have to buy it.

I guess it was a 'fuck the kid and his problems' situation for old Jermaine. This, despite the fact that he's a father himself. Then again, the moniker he slapped on Jermajesty speaks volumes about him as a parent. What a completely fucked up bunch of asswipes this family is. And sure, Pappa Joe Jackson is probably the root of many of the problems, but when you grow up, you're responsible for your own behavior. By the way, why are all the weird celebrity parents named Joe?

Did I miss something, or did it say that he failed to get it published? Who wouldn't publish that? People would buy it no matter how poorly it was written.
This family can't decide what they think. They try to present as united, then they turn on each other. How many nasty, hateful things has Michael said about Joe over the years, but when things get rough, he hangs onto daddy's leg. Then there's Latoya. Sheesh, what an oddball. She made all those damning statements about Michael years ago, then recanted them all. Make up your minds, people.
Now Jermaine is basically saying that he faked his support for Michael during the trial for fear of Michael killing himself. Well hells bells, Jermaine, if the man is suicide-prone (yeah right) do ya not think that a tell-all book could freak him out a little?
