Ok I'm going to get crucified for this but I can imagine that dress looking better on someone slimmer. And her face looks horrible; its probably just a bad shot, or she has puffy face issues. But anyway, I hate the hairstyle too.

How old is she? She is showing her age, and that's fine, but perhaps a more flattering dress for her frame would have worked better.
I would bet my house that she is the answer to a few BI's around here.
