Penelope. Normally I love Cate, but that front view makes both her and the model look saggy... quite an accomplishment for a small chest.

Penelope got the more flattering back angle, plus the benefit of magazine styling so everything falls just right. The front of this dress is interesting but just is not that attractive on its own.

Penelope, for sure.
Cate looks very sloppy. Her hair is bad, the jewerly is cheap and tacky, the shoes are all wrong and the bust area is WAY too low.
