She's what a Elizabeth Taylor would describe as "a no-neck little monster". This outfit is nice, it just makes her squarish body and stubby neck look super-matronly. This girl needs to get herself a V-neck sweater.

I'm fine with it. The skirt is a little shapeless, I think an A-line would have looked great. But I like the top, and I'm not going to complain as long as she's erring on the conservative side rather than on the Britney-esque one!

If someone more mature (= older) were wearing that it might look nicer. This isn't so age-appropriate for her. You're only young once, have more fun with fashion.

She needs curves to pull that off. She's built like a rectangle and has no waist, plus her limbs are so stout and stumpy. I agree it does nothing for her, just makes her look matronly.
