Why would you wear a lower undergarment (tummy suckeriner) and not a boobie holder of sorts?
If she had gotten the dress a size larger and tailored down to fit over a nice under garment it would have been hot - or go but naked - gonna show nipples might as well go all the way.

^Exactly. There's nothing wrong with the rest of our outfit, but her lack of a bra ruins the whole Icy Blonde Princess look she's going for.

The back of the dress looks cut out...there probably wasn't a bra that worked. Sometimes there just isn't.

She should wear a bra but in fairness, photo flashes can sometimes make a dress look more see-through than it is in real-life. I think the dress is nice and modest otherwise.

Sometimes you think you're safe and then you're just not...I've even added linings to dresses and still had them be transparent in, say, one picture while the rest are fine.
