I think it's for people who never really outgrew their Tonka trucks. Some people are just fascinated by machinery.
I grew up on a farm so tractors were no big deal but many times we'd have some visitor who was just delighted to drive a tractor. I'd had to drive the thing up and down the field all day being bored out of my tree and listening to my Walkman then someone comes along and gets excited by that? By the same token, there's some place in Europe (Germany, I think) where guys can go in and 'play' with excavators, bulldozers etc. There's people with all kinds of jobs who just always wanted the chance to use the big machines. Rent them by the hour and move stuff around in a gravel pit.
