It can' t be Orlando and Penelope, since neither one of them is American. The Jessica and John guess would go along with another blind item thought to be about him which says he's been going home with guys!

I agree that it's def Jessica and John Mayer, but I have a different perspective on it. I don't think she's being "paid" to go out with him... I think it's sort of the other way around.

Jess and her sleazy father decided to claim she was dating John Mayer in an attempt to get her some much needed publicity and make Nick jealous. John publicly called her out on it and humiliated her. Joe, who was outraged and unable to fathom why anyone would deny dating Jessica, either already knew or found out that John is gay. He's now using that info to blackmail him into "dating" Jessica and telling everyone that he only said she was full of shit because they were on the DL. Maybe Joe's extorting money from him as part of this "agreement," too. I wouldn't be surprised.
