proof that Katie Holmes cheated in the NYC Marathon?

#6074 is Wesley Okerson (the man behind the happy older guy). He one of Katie Holmes's personal trainers. Here he is wearing a 2003 bib. Notice the bottom right is blue and not green like the guy in front of him. It was registered to a 69 year old man named Al Finger.

He was not registered in the 2007 race, so WHY IS HE WEARING A RADIO TRACKING TAG ON HIS SHOE?? The right shoe, the yellow thing on his sneaker is the tracking tag.

Those tags are trackers used to mark your progress through the race. Since he was not registered, why on earth would he have one? And how did he get it?
