You know who I think this might be, Michael McKean. He played Lenny on Laverne & Shirley, which was a spin-off of Happy Days, and went on the air in the late 70's and went off the air in the 80's. (According to his bio that was his big break.) And his second TV show was a show called Grand in 1990.

He also did a lot of guest star roles, and he did the movie This is Spinal Tap.
