I totally agree with you guys that the Police Department's reluctance to reopen the case, and their apparent reasoning for refusing to do so, is STUPID. Justice needs to be served, and like i think you said or alluded to, Venus, that should be the #1 priority. But police departments do many STUPID things, especially when it comes to covering their own asses. I think they figured, we already declared it a suicide, the dude is dead, lets just let this issue rest.--They didn't want to do the hard work of investigating. And anyway, it came to light slowly over time, not right after the discovery of Kurt's body, these revelations making it look suspiciously like murder.

Like i said earlier, i too used to believe 100% that Kurt offed himself. Then i read Tom Grant's website (cobaincase.com), and he knows the facts better than anyone as he was the Private Investigator on the critical days & after and witnessed pretty much everything...and the website JusticeForKurt.com. To me, the facts are indisputable. Tom Grant even has tape-recorded conversations posted with highly suspicious statements made by Courtney, as well as TONS of other evidence.
