The reason is because after the INEPT cops mistakenly called it a suicide (the hit person/people did, obviously, do a decent job setting it up to look like a suicide), there was a bunch of copy-cat suicides. In fact, some kid blew his head off with a gun during the memorial service for Kurt. So, even though many facts came to light pointing towards murder, the cops did NOT want to reopen it, because then they would look HORRIBLE given that there were these kids who committed suicide because Kurt *committed suicide*. So they shut the case & moved on, so they wouldn't look bad. Imagine the outrage from the families of the dead people who emulated Kurt, if it were announced that Kurt did not, in fact, kill himself? Those dead people would be alive. The Seattle (or whatever Seattle suburb town) Police Department would look TERRIBLE, and kind of "have blood on their hands". They did not want that kind of publicity, nor to admit they were wrong. They took the easy way out. And to save face.
