I agree. I think it's also attention-seeking behavior, so that she gets exactly this kind of speculation; plus, it's attention from the girl she's with.
I think she welcomes any action, frankly. Seems to be another compulsion with her, or at the very least another way to act out.
I wouldn't doubt for a second that she went after some women just for the sake of conquest or manipulation.
