It cannot be an okay word for a black person to say but the second a white person says it then it's bad and all hell breaks loose. Either it's a bad word all together and should never be used (which this is how I feel) or it shouldn't be so harmful to hear if spoken by someone other than a black.

Sweetie, while I see what you're trying to say, you're speaking from the perspective of a white person who hasn't had to deal with the negative aspects of being a black person and dealing with that word in America.
To be blunt, black people didn't create the word, and we're not the only ones that use it. Black people could stop using the word tomorrow and that wouldn't stop some white people from using it. But by your thinking, if black people use the word with each other than it should be okay for white people to use it too, right? But here's where that theory gets blown to bits. When black people use the term niggah to each other, it doesn't carry the same meaning as it would when a white person says it.
That's just like saying that because some white people use the word cracker, that black people should be able to use it and whites can't get offended. Or that because some gay guys call each other fag that straight people should be able to use it too, but the gays can't get pissed. That's nice in theory, but will never be a reality.
