There's a huge difference because Paris is WHITE and the rappers are BLACK. Now I hate that rappers over-use the word nigga in their music, primarily because most of the people listening to it are white suburban kids who then pick up on it and start using the word too. And I've even heard white kids calling each other nigga, which I find interesting.
And the word nigger originated as a racial slur by whites at the height of the slave trade, survived through the Civil War, Reconstruction, Jim Crow segregation, the Civil Rights Movement, and beyond. So, that's why all hell breaks loose when a white person uses nigga or nigger. Because even if a white person doesn't mean it as a slur, the fact that they said it brings out a visceral reaction because of the history.
But, then again, I don't see why any white person, who isn't a racist, would want to use the word 'nigger', anyway. True, black people shouldn't use the word either, and I try not to use it myself, but like many groups who internalize a slur if you're part of the group you can say it because it doesn't carry the same meaning as it would if someone outside the group uses it.
