I've got to admit I always knew the Council House and Violent meaning, rather than the public school element. It's the sort of person you look at and just know that they had sex this morning, then went out without washing, brushing their teeth or changing their knickers, wearing gold creoles, sovereigns on the fingers, and some 'designer' clothing or 'designer' knock-off.
